Metrology laboratory is located in Novi Sad, Put Šajkaškog odreda 4 and in Pancevo, Spoljnostarcevacka 199.
Laboratory in Novi Sad is accredited as an Inspection Body by the Accreditation Body of Serbia (ATS) (accreditation No. 06-111) for the first, scheduled and unscheduled control of:
Volume measuring device for liquid fuels of crude oil origin, maximum flow rate Qmax=200 l/min;
AUTOGAS LPG volume measuring device, maximum flow rate Qmax=50 l/min and
measuring devices and systems for continuous and dynamic quantity measuring of liquids other than water, maximum flow rate Qmax=2500 l/min
According to the Decision of the Ministry of Finance and Economy No. 021-03-105/2013-33 of 10.07.2013, the Inspection Body is authorized to perform the first, scheduled and unscheduled certification of the said measuring devices and measuring systems for continuous and dynamic quantity measuring of liquids other than water, as per the Regulations on the terms and conditions for measuring devices certification ("The Official Gazette of the RS", No. 89/10 and 56/12).
The Inspection Body's prevailing activity is testing and control of measuring devices from the selected scope of accreditation, however, upon a customer's request the Inspection Body may also perform the installation and maintenance, repairs and preparation for testing of measuring devices, provided that the Inspector involved in such activities does not perform their testing and inspection.
In accordance with standard SRPS ISO/IEC 17020 and guidelines IAF/ILAC A4 the Inspection Body is accredited as an "Inspection Body Type C" performing the tests and inspections included in the declared accreditation volume.
General bidding provisions set up, inter alia, the factors taken into consideration in determining the necessary level of agreed insurance. The policy defines the necessary level of agreed liability insurance relating to the testing and inspection risk, i.e., the allowed coverage level, in favour of customers, against any damage occurring in the process or as a result of inspection.
Legal responsibility is taken on by NAFTAGAS - Tehnicki servisi d.o.o. Zrenjanin on behalf of the Inspection Body as its organizational unit not having a status of a legal person.
The Inspection Body's members of staff in charge of inspection have the appropriate qualifications, experience, adequate professional training and are well acquainted with the requirements regarding the inspections they perform.
In addition to the above mentioned required professional qualifications, the members of staff also:
- possess the appropriate knowledge of the measuring devices subject to inspection, their functioning, use, etc.;
- are familiar with general regulations, standards and by-laws;
- understand the importance of detected deviations relating to the usual use of the inspected products, processes and services.
The Inspection Body possesses the devices and equipment required for testing and inspection services.
Testing and inspection of products / processes is performed at the location and in the conditions of use of the measuring devices. Conditions and relevant parameters of the working environment are monitored during inspection using the calibrated equipment in order to record results and determine whether the conditions comply with the prescribed limits allowing the inspection procedure.
The Inspection Body applies standardized testing and inspection methods and procedures indicated in the instructions for inspection. The Instructions are drawn up on the basis of reference documents (regulations, standards, etc.) and they document the standardized testing and inspection method.
If a customer does not specify a method in the application submitted to the Inspection Body, it will be notified that the Inspection Body performs tests and inspections in accordance with standardized methods prescribed for the intended use. Before the beginning of inspection, the Inspection Body confirms that it can apply a method properly, i.e, carry out the agreement. If it is found in the course of work that the agreed terms should be changed the customer will be consulted and will confirm the changes, that is, a new agreement.
The Inspection Body's tests and inspections are performed on each individual product / process in accordance with the reference documents. No tests using sampling methods, sampling planning are performed, and no decisions on conformity are made on the basis of statistical acceptability indicators.
Any objections to the work of the Inspection Body are taken seriously and responded to immediately. Customer's or any other interested party's objections are resolved in accordance with the documented procedure UP-42.03.03-024, Instructions for resolving complaints of the users of laboratory services
The Laboratory keeps records of all complaints, their resolving procedure and taken corrective measures.
The top management reviews the Inspection Body's quality management and quality assurance system at least once a year. The review includes the assessment of possible improvements and changes in the Laboratory quality management and quality assurance system, including the quality policy and goals.
Metrology Laboratory of Inspection Section and Laboratories in Pancevo
The Laboratory in Pancevo performs, together with the Directorate of Measures and Precious Metals, inspections with calibrated measuring devices.
Job descriptions of Metrological Laboratory staff members include work with mobile compact prover. A mobile compact prover is a mobile calibrating device used for controlling measuring devices and measuring systems for continuous and dynamic quantity measuring of liquids other than water, certified by the Directorate of Measures and Precious Metals in Belgrade. It is the only such device in this part of Europe.
The calibrating devices are a measuring piston loop and throughput flow meters. Their performances are verified by a secondary calibrating device.
Measuring piston loop or turbine flow measuring device (master flow meter) are used for defining the performances of volume flow meters, while measuring piston loop and viscosity / density meter and mass flow meter (master flow meter) are used for determining the performances of mass flow meters. Before using the "Master" measuring devices their performances shall be checked by using a measuring piston loop.
Performances of the measuring piston loop are periodically checked in accordance with the legislative requirements, by way of so-called water calibration using a secondary calibrating vessel with a precisely defined volume (250 l). It needs to be emphasized that according to its features this calibrating vessel is a national calibrating vessel.
Calibrating devices are used in the following measuring ranges:
- Measuring piston loop : 1.58 m3/h – 1589 m3/h
- Mass flow meter: 1 t/h – 545 t/h currently out of function
- Turbine flow meter: 135 m3/h – 447 m3/h
Calibrating devices, just like the tested flow meters, are connected to the mobile "Omni flow computer" whose function is to control the operation of a measuring piston loop, perform temperature compensation, compare the results of calibrating devices and tested measuring devices and generate reports.

Laboratory quality policy defined by technical skills of the professionally trained staff ensure a high-quality and efficient control of measurement and regulation equipment.

- Dual-channel digital pressure controller "RUSKA" type 72252i, ranges of measurement for channel 1 from – 1 to 25 bar, for channel 2 from 0 to 160 bar, precision class 0.01%.
- device with piston and weights „DH-BUDEMBERG” type 580, ranges of measurement from 1 to 6 bar, precision class 0.025% and from 6 to 700 bar, precision class 0.02%
